The wand has 7 charges and regains 1d6 + 1 expended charges daily at dawn. While holding the wand, you can expend charges in the following ways:

Whispering Veil: As an action, you can expend 1 charge to cast Silence centered on yourself, making your words unvoiced but your intentions clear. This effect lasts for 10 minutes, and during this time, you can still communicate telepathically with an ally within 30 feet.

Echo Location: By expending 2 charges as an action, you can create a brief auditory illusion. Choose a location you can see within 60 feet. A sound of your choice—be it a simple phrase, a shout, or a creature’s roar—emanates from that point. Creatures of your choosing within a 30-foot radius must succeed on a Wisdom saving throw or become momentarily distracted, granting disadvantage on their next attack roll.

Whispers of Insight: If expended at the start of your turn, 3 charges allow you to touch one willing creature you can see, granting them advantage on a skill check of your choice within the next minute. This can only be used once per short or long rest.

Murmur of Betrayal: Once per long rest, you can expend all remaining charges (up to 7) in a cacophony of whispers. As an action, each creature of your choice within a 60-foot radius must make a Wisdom saving throw. On a failed save, the creature is filled with paranoia and distrust, causing them to have disadvantage on attack rolls and saving throws until the end of their next turn. On a successful save, they are immune to this effect for 24 hours.
The wand also grants you a +1 bonus to your spell attack rolls and spell save DC while holding it. However, using its more powerful abilities risks drawing unwanted attention; whenever using the Murmur of Betrayal, roll a d20. On a roll of 1, you attract the attention of an unintended target, which could be a hostile creature or a wandering spirit, lurking just beyond the veil of reality.
