The specter is able to traverse between the material and ethereal realms, allowing it to evade attacks and seem elegant in its haunting movements. Etherealness. The specter can enter the Ethereal Plane from the Material Plane, or vice versa, as a bonus action.
Drowned Despair Aura. Any creature that starts its turn within 20 feet of the specter must succeed on a DC 16 Wisdom saving throw or have disadvantage on attack rolls and saving throws until the start of its next turn. If a creature fails this saving throw by 5 or more, it also suffers 5 (1d10) psychic damage.
Actions
Multiattack. The specter makes two Touch of Despair attacks.
Touch of Despair. Melee Weapon Attack: +9 to hit, reach 5 ft., one target. Hit: 18 (4d6 + 3) necrotic damage, and the target must succeed on a DC 16 Constitution saving throw or be frightened until the end of their next turn.
Invoke Lament (Recharge 5-6). The specter unleashes a wailing cry that resonates with the sorrows of the drowned. Each creature of the specter’s choice within 30 feet must make a DC 16 Wisdom saving throw, taking 36 (8d8) psychic damage on a failed save, or half as much damage on a successful one. Additionally, a creature that fails its save is incapacitated until the end of its next turn, as memories of lost loved ones overwhelm them.
Rejuvenation. If the specter is destroyed, it can reform from a body of water in 1d10 days, unless it is bound to remain in a different location or dimension.
