Veil of Whispering Shadows

This ethereal cloak appears to be woven from the very essence of shadows, with shifting patterns that suggest the presence of whispers as it catches the light. When worn, the fabric feels cool against the skin and seems to flutter even in the absence of wind.
While wearing this cloak, you gain the following benefits:

Whispers of Insight: When you make an Intelligence (Investigation) check or a Wisdom (Insight) check, you can add a d4 to the roll. This does not apply if you are not proficient in the skill.

Veil of Shadows: You can use a bonus action to activate the cloak’s power, allowing you to become heavily obscured until the start of your next turn. This effect recharges after a short or long rest.

Ethereal Passage: Once per long rest, you can use your action to teleport to an unoccupied space you can see within 30 feet. Upon doing so, you become invisible until the end of your next turn as shadows envelop you.

Whispering Secrets: The cloak seems to hum with secrets of the past. Once per long rest, you can cast the Detect Thoughts spell without using a spell slot. When you do so, the whispers of shadows grant you advantage on concentration checks made to maintain the spell.
However, the cloaked whispers also come with a price. At the end of each long rest, roll a d6. On a roll of 1 or 2, the cloak's shadows grow restless. You gain disadvantage on Wisdom saving throws until you complete a long rest while wearing the cloak, as they whisper distracting thoughts into your mind.
The garment is said to be favored by spies and those who walk the line between light and darkness, promising both insight and deception in equal measure.
