While wearing this cloak, you gain an advantage on Dexterity (Stealth) checks, and you can attempt to hide even when you are only lightly obscured. Additionally, you can use a bonus action to activate the cloak's silent charm, allowing you to cloak your voice. For the next hour, any verbal components you cast are effectively silenced, allowing you to cast spells without alerting nearby foes. However, the magical shroud causes any spell that requires the use of your voice to have its range reduced to 30 feet, and you must concentrate to maintain the silence, requiring a Constitution saving throw (DC 12) whenever you take damage.

Once per long rest, you can call upon the power of the whispers entwined within the fabric. As an action, you can create an area of muffled sound, a 20-foot radius sphere centered on yourself that lasts for 10 minutes. Creatures within this area must make a Wisdom saving throw (DC 15) or be unable to speak for the duration. They can attempt the saving throw again at the end of each of their turns.

The cloak’s enchantment also carries a hidden cost. Each time you activate its silent charm or create the area of muffled sound, fragments of your voice linger in the fabric. Eventually, should you overuse its powers (e.g., more than three times in a single day), you risk losing your ability to speak for 24 hours as the garment drains your voice into its woven threads.
