Veil of Fractured Whispers

Wondrous Item (Cloak), rare (requires attunement)

This ethereal cloak shimmers with a kaleidoscope of colors that seem to shift and pulse as if alive. When worn, the fabric feels cool against the skin and whispers faintly, as if holding countless secrets. The cloak grants its wearer the ability to tap into the echoes of conversations and thoughts that transpired in the area around them.

While wearing the cloak, you gain the following benefits:

  • Eavesdrop: Once per long rest, you can choose to listen to the whispers of a location you enter, allowing you to learn about a conversation that took place there within the last 24 hours. This grants you advantage on your next Insight check or a choice of one of the following skills: Persuasion or Deception, depending on the nature of the information gleaned.

  • Veil of Shadows: As an action, you can pull the cloak tightly around yourself to gain the benefits of the Invisibility spell for up to 1 minute. Once you use this feature, you cannot do so again until you finish a short or long rest.

  • Fractured Reality: The cloak can warp the perceptions of those around you. When you are targeted by an attack, you can use your reaction to impose disadvantage on that attack roll. The cloak manifests this ability by creating mirages of yourself that confuse your attacker. Once this feature has been used, it cannot be used again until the next dawn.

Additionally, while wearing the cloak, you feel an almost irresistible urge to share what you overhear. If you fail to disclose any relevant information you acquire from your "Eavesdrop" ability within 24 hours, the cloak feeds on your guilt, imposing disadvantage on any Wisdom saving throws you make until you share the information.

This magical item is highly sought after by spies and information brokers, as it not only aids in gathering intelligence but also provides a unique tactical advantage in battle. However, the burden of its whispers can weigh heavily on the hearts of the unwary, for knowledge comes at a price.
