Veil of Enigmatic Whispers
Wondrous Item (Cloak), rare (requires attunement)
This ethereal cloak weaves moonlight and shadows together, creating a mesmerizing visual effect that seems to ripple with soft whispers. When donned, the wearer feels a sense of profound calm and insight, as if the very fabric of fate is gently unfurling before them.
While wearing this cloak, you gain the ability to communicate telepathically with any creature you can see within 60 feet. This communion allows for sharing simple emotions or concepts. Additionally, once per long rest, you may cast the spell Detect Thoughts without expending a spell slot.
However, the whispers within the fabric are not merely benign. At the end of every long rest, roll a d6. On a roll of 1 or 2, the voices become overwhelming, causing you to take 1d4 psychic damage and imposing disadvantage on your next Intelligence, Wisdom, or Charisma saving throw before the end of your next turn.
The wearer can also activate the cloak's enigmatic nature in more dire situations. As a reaction when hit by an attack, the cloak can momentarily blur the wearer's form. The attacker must make a Wisdom saving throw (DC 15) or have their attack miss. If they succeed, they still feel a moment of doubt, taking 1d6 psychic damage as the whispers resonate with their deepest insecurities.
Woven into the cloak’s hem is a small gemstone that pulses with a soft glow, representing the bond between the wearer and the cloak’s ethereal knowledge. If this gemstone is ever removed, the cloak loses its magical properties, becoming a simple garment once more. Be cautious, for this connection to the unknown can lead to both enlightenment and chaos.
