Veil of Echoed Whispers

This ethereal cloak is woven from threads that shimmer like moonlight and camouflages the wearer in soft shadows. While wearing the cloak, you gain the ability to channel the echoes of whispers from nearby creatures, granting you the power of foresight and enhanced perception.
Once per short or long rest, you can activate the cloak to tap into the whispered thoughts of those around you. When activated, choose a point within 30 feet. You can hear the faint thoughts of creatures within a 10-foot radius of that point for up to 1 minute. This ability allows you to detect any creature that is trying to hide or is being stealthy. If you are concentrating on hearing thoughts, you suffer a disadvantage on Intelligence checks and saving throws.
Additionally, a wearer can cast the Detect Thoughts spell once per day without expending a spell slot. When you cast it in this way, you do not need to maintain concentration to retain the knowledge gained from the spell after the activation ends.
Furthermore, when wearing the cloak, you gain advantage on all Wisdom (Perception) and Intelligence (Investigation) checks made to perceive or uncover information based on overheard conversations or subtle clues.
However, with such foresight comes an eerie side effect: the wearer has disadvantage on saving throws against psychic damage and effects that cause confusion or disorientation. The fabric of this cloak whispers secrets from the world around you; while it grants power, it also burdens the mind with the cacophony of too many thoughts.
