Ethereal Sight. The specter can see 60 feet into the Ethereal Plane when it is on the Material Plane, and vice versa.

Whispering Song. As a bonus action, the specter can choose one creature it can see within 60 feet. The target must succeed on a DC 17 Wisdom saving throw or suffer the effects of the confusion spell for 1 minute. The target can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

Mournful Wail. When the specter drops to 0 hit points, it can unleash a wailing scream. Each creature within 30 feet must make a DC 17 Wisdom saving throw, taking 4d8 psychic damage on a failed save, or half as much damage on a successful one. After using this ability, it cannot use it again until it finishes a long rest.

Actions

Multiattack. The specter makes two attacks: one with its Life Drain and one with its Grasp of Despair.

Life Drain. Melee Spell Attack: +9 to hit, reach 5 ft., one creature. Hit: 22 (4d8 + 5) necrotic damage, and the target must succeed on a DC 17 Constitution saving throw or have its maximum hit points reduced by an amount equal to the necrotic damage taken. This reduction lasts until the target finishes a long rest.

Grasp of Despair. Ranged Spell Attack: +9 to hit, range 60 ft., one creature. Hit: 15 (3d10 + 5) psychic damage, and the target must make a DC 17 Wisdom saving throw or become frightened until the end of its next turn. If the target fails this save by 5 or more, it is also paralyzed until the end of its next turn.

Legendary Actions
The specter can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The specter regains spent legendary actions at the start of its turn.

  • Shadow Step. The specter teleports up to 30 feet to an unoccupied space it can see.
  • Distress Whisper (Costs 2 Actions). The specter targets one creature it can see within 60 feet. That creature must succeed on a DC 17 Wisdom saving throw or become incapacitated until the end of its next turn.
  • Haunting Aura (Costs 3 Actions). The specter creates a 15-foot-radius aura of sorrow centered on itself until the end of its next turn. Creatures that start their turn in the aura must succeed on a DC 17 Wisdom saving throw or be incapacitated until the start of their next turn.
