Regretful Echoes. When a creature with a Wisdom score of 10 or lower starts its turn within 30 feet of this being, it must succeed on a DC 16 Wisdom saving throw or become incapacitated until the start of its next turn as it is overwhelmed by overwhelming memories of their own lost opportunities and regrets.

Actions

Multiattack. The creature makes two Spectral Touch attacks.

Spectral Touch. Melee Weapon Attack: +9 to hit, reach 5 ft., one target. Hit: 27 (6d8) necrotic damage. If the target is a creature, it must succeed on a DC 17 Constitution saving throw or have disadvantage on attack rolls and saving throws until the end of its next turn.

Shroud of Despair (Recharge 5-6). The creature envelops a 30-foot radius sphere centered on itself in a swirling mist of sorrow. Each creature in that area must succeed on a DC 17 Wisdom saving throw or take 36 (8d8) psychic damage and be blinded until the end of their next turn. On a successful save, they take half as much damage and are not blinded. The area remains heavily obscured until the start of the creature's next turn.

Legendary Actions
The creature can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The creature regains spent legendary actions at the start of its turn.

On a failed save, the target takes 27 (6d8) psychic damage and is charmed by the creature until the end of its next turn, believing in the illusion. On a successful save, the target takes half damage and is not charmed.
