Specter of the Tides Forgotten

Born from the sorrow of shipwrecked souls and the agony of lost dreams, this ethereal being drifts through the mists of forgotten shores. Its translucent form shimmers with the hue of deep ocean waters, and it radiates an aura of melancholy. Souls greedily drawn to its call are met with a ghastly form, adorned with the shattered remnants of mariners’ garb entwined with seaweed and barnacles. Wisps of fog coil around it, creating indistinct shapes reminiscent of waves crashing upon desolate coasts. When it manifests, it brings with it a chilling tide, fluctuating between despair and a longing for release. Its haunting wail can freeze the hearts of those who hear it, compelling them to confront their deepest fears in pursuit of solace.

Ethereal Tide. The creature can move through water and fog without impediment. At the start of its turn, it can create a 30-foot radius sphere of fog centered on itself, heavily obscuring the area for 1 minute. This effect can be used once per short rest.

Haunting Wail. As an action, it can unleash a sorrowful wail. Each creature within a 30-foot radius that can hear it must succeed on a DC 17 Wisdom saving throw or be frightened until the end of its next turn. A creature that fails the saving throw by 5 or more is also paralyzed until the end of its next turn.

Actions

Multiattack. The creature makes two Touch of Despair attacks.

Touch of Despair. Melee Weapon Attack: +9 to hit, reach 5 ft., one target. Hit: 22 (4d10) necrotic damage. If the target is frightened, it takes an additional 13 (3d8) psychic damage.

Fog Cloak (Recharge 5–6). The creature shrouds itself in an oily mist, teleporting up to 60 feet to an unoccupied space within the fog. It gains a +2 bonus to AC until the start of its next turn and may not be targeted by attacks of opportunity during this movement.

Legendary Actions
The creature can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The creature regains spent legendary actions at the start of its turn.

  • Ethereal Shift. The creature moves up to half its flying speed without provoking opportunity attacks.
  • Dreadful Presence (Costs 2 Actions). The creature forces all creatures within 30 feet that can see it to make a DC 17 Wisdom saving throw or be frightened until the end of their next turn.
  • Disperse (Costs 3 Actions). The creature vanishes into a mist, becoming incorporeal for until the start of its next turn. While incorporeal, it can’t take damage, and all attacks against it automatically miss.
