Emanating an eerie glow and a sense of sorrow, this spectral entity floats effortlessly above the ground, surrounded by a swirling mist reminiscent of crashing waves. Its form, shrouded in tattered remnants of what once may have been a vibrant sail or cloak, flickers in and out of focus, as if it is half-submerged in water. From its ethereal visage, hollow eyes gaze longingly at the living, echoing the cries of those who perished at sea. This being claims the souls of lost sailors, drawing upon their despair to strengthen its essence. Those who portend an ill wind or harbor guilt for their actions are particularly vulnerable, as the creature leeches their strength to bolster its own, seeking to create a perfect storm of tragedy that enshrouds its enemies.

Each creature in that area must succeed on a DC 16 Wisdom saving throw or take 36 (8d8) psychic damage and have its speed halved until the end of its next turn. On a successful save, a creature takes half damage and suffers no other effects.
