Among the veils of mist that swirl around the Lost Cascades, whispers of sorrow and despair take form in a haunting luminescence. This spectral being glides through the dense fog, its ephemeral visage flickering like a dying flame. It is said that those who gaze upon it are drawn into its mournful tale—a story of lost love and regret—leaving their own thoughts behind. The creature latches onto the emotions of its prey, bolstering its own power with the weight of their despair. Adventurers may find themselves wandering aimlessly, trapped in a cycle of hopeless nostalgia, unless they can dispel the veil of sorrow it weaves.

Innate Spellcasting. The creature's innate spellcasting ability is Charisma (spell save DC 16). It can innately cast the following spells, requiring no material components:
- At will: Detect Thoughts, Misty Step
- 3/day each: Calm Emotions, Fear
- 1/day each: Phantasmal Killer, Dominate Person
Echoes of Regret. When a creature within 30 feet of the wisp sees it, they must succeed on a DC 16 Wisdom saving throw or become charmed by it for 1 minute. While charmed, the creature is incapacitated and can only speak of its deepest regrets. A charmed creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
Ethereal Manipulation. The wisp can use a bonus action to teleport to an unoccupied space it can see within 60 feet. This teleportation does not provoke opportunity attacks.
Actions
Multiattack. The creature makes two attacks with its Chilling Touch.
Chilling Touch. Melee Spell Attack: +8 to hit, reach 5 ft., one target. Hit: 22 (4d10) necrotic damage, and the target must succeed on a DC 16 Constitution saving throw or be unable to regain hit points until the start of the creature's next turn.
Sorrowful Inspiration (Recharge 5-6). The creature targets one creature it can see within 30 feet. That creature must succeed on a DC 16 Wisdom saving throw or be overwhelmed by waves of sorrow, becoming frightened for 1 minute. A frightened target can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. The wisp regains hit points equal to half the total rolled on the saving throws of all affected creatures.
