Scepter of Echoing Secrets

This elegant scepter is crafted from a dark, polished wood that seems almost alive, its surface intricately carved with swirling patterns that shift when viewed from different angles. Atop the scepter rests a translucent gem, radiating a soft glow that pulses in rhythm with the wielder's heartbeat.
While holding this scepter, you gain the ability to communicate telepathically with creatures within 60 feet of you. You can choose whether your thoughts are projected or if you can hear their responses mentally. The range of this mental exchange can be increased to 120 feet by expending a spell slot, which then causes the gem atop the scepter to shimmer brightly for one minute.
Additionally, the scepter allows you to recall and imitate words spoken within the last 24 hours by any creature within 100 feet. You may cast the spell Minor Illusion (DC 15) at will, using the imitated words and sounds to create convincing auditory illusions. Once you use this feature, you can't use it again until you finish a short or long rest.
Once per long rest, you can channel the depths of the secrets held within the scepter. By concentrating for one minute, you can cast Detect Thoughts without expending a spell slot. If you successfully probe someone's mind with this ability, you gain advantage on your next Charisma-based check against them for the next hour.
However, be wary; those who wield the scepter must carry the burden of the secrets they uncover. Each time you successfully use the mental probing ability, roll a d4. The first time you roll a 1, visions of the secrets you unearth begin to haunt your dreams, causing you to have disadvantage on Wisdom saving throws until you finish a long rest. If you roll a 1 a second time, these whispers may lead you to the brink of madness, imposing the Confusion effect for 1 minute as the echoes of other minds crowd your thoughts.
