Cloak of Whispers and Shadows
Wondrous Item (Cloak), rare (requires attunement)
This cloak appears as if it were woven from the fabric of shadows, constantly shifting and swirling to mimic the darkness around it. When worn, it grants its user an eerie air, as if they could blend seamlessly into the shadows.
While attuned to this cloak, you gain the following benefits:

Shadow Step: When you are in dim light or darkness, you can use a bonus action to teleport up to 30 feet to an unoccupied space that you can see within that same area. You must end your movement in a location that is also in dim light or darkness.

Whispering Veil: You have advantage on Dexterity (Stealth) checks while wearing this cloak. Additionally, once per long rest, you can cast the spell silence without expending a spell slot or using any components. The spell lasts for 10 minutes and is centered on you.

Evasiveness of Shadows: If an enemy makes an attack roll against you while you are in dim light or darkness, you can use your reaction to impose disadvantage on that attack, as shadows seem to twist and dodge around you.

Echo of Ghosts: Once per long rest, you can call upon the whispers of spirits lingering in the dark. When you do, you can glimpse into the future, granting you a single reroll on a failed saving throw. You must use the new roll.
The cloak also has a dark history; those who wear it may occasionally hear faint mutterings at the edge of their consciousness, warning them of impending danger or revealing secrets of the past. This can provide inspiration, but if misused, it may lead the wearer down a darker path, attracting the attention of those that dwell in the shadows.
