This ethereal cloak shifts in color, reflecting a spectrum of hues that seem to resonate with the emotions of those nearby. Crafted from the filaments of a whispering willow and imbued with the essence of shadowy spirits, it feels cool to the touch and lightly rustles as if holding a conversation of its own.
While wearing the cloak, you gain the ability to cast silence once per day without using a spell slot. Additionally, whispers seem to follow you, allowing you to understand the languages spoken within a 30-foot radius of you, as long as you can communicate in at least one common language.
In combat, the wearer can use a bonus action to activate the cloak’s Echoing Resonance feature. For 1 minute, upon being struck by an attack, the cloak emits a haunting whisper that confounds your attacker. The next time a creature attacks you while the ability is active, it must make a Wisdom saving throw (DC = 8 + your proficiency bonus + your Charisma modifier). On a failure, the attack is canceled, and the creature is frightened of you until the end of its next turn.
However, beware: the cloak’s power draws the attention of restless spirits. While attuned to this item, you have disadvantage on saving throws against being frightened. Additionally, once per long rest, you may be visited by a whispering apparition that imparts a warning or insight, granting you advantage on one skill check or attack roll made before the end of your next turn, but you must communicate with it in a language of your choice to gain this insight.
