Amulet of Shifting Shadows

This ornate amulet appears to be crafted from a dark, metal-like substance that seems to absorb light rather than reflect it. Intricate patterns resembling wisps of smoke and shadows dance across its surface. When held up to the light, it seems as though the darkness itself shifts and swirls around the gem at its center, which glows faintly with an otherworldly hue.
While attuned to the amulet, you gain the ability to manipulate shadows in your surroundings. You can use a bonus action to create an area of dim light in a 15-foot radius centered on yourself, which lasts for up to 10 minutes. While in this area, you can invoke the amulet's deeper abilities:

Shadow Step: When you are in dim light or darkness, you can use your bonus action to teleport up to 30 feet to an unoccupied space also in dim light or darkness. After using this feature, you cannot do so again until you finish a short or long rest.

Umbral Veil: As a reaction to being targeted by an attack, you can cloak yourself in a swirling mass of shadows, granting you a +2 bonus to your AC against that attack. If the attack misses, the attacker is momentarily blinded until the end of their next turn.

Twilight Embrace: Once per long rest, you can use an action to cast the spell Darkness without expending a spell slot. When you cast it this way, the darkness is infused with shadowy whispers, causing any creature starting its turn in the area to make a Wisdom saving throw against your spell save DC or be frightened until the start of its next turn.
However, the amulet's powers come at a small cost. Each time you use the ability to teleport or cast Darkness, you must succeed on a DC 15 Constitution saving throw. On a failure, you lose one hit point for every minute the amulet is attuned to you, as it siphons a little bit of your life force to maintain its power.
